The Civil Service Commission was instituted by the Civil Service Act, which stated the President is authorized to appoint, by and with the advice and consent of the Senate, three persons, not more than two of whom shall be adherents of the same party, as Civil Service Commissioners. These three commissioners constitute the United States Civil Service Commission. The purpose of the US Civil Service Commission was to establish a merit system under which appointments to federal jobs were made based on the candidate's fitness as determined by open and competitive examination, rather than personal preference or political considerations.
